Iran and IAEA Update Their Agreement: No Inspections Without Authorization

Iranian Foreign Minister Abbas Araghchi confirmed that the new agreement between Iran and the International Atomic Energy Agency establishes a new framework for their cooperation, with the agency formally acknowledging, as part of this accord, that the attacks on Iranian nuclear facilities were illegal.

He stressed that the agreement will not permit the inspection of facilities that were attacked and that IAEA inspectors cannot access any nuclear site without authorization from Iran’s Supreme National Security Council.
Araghchi explained that the agreement comprehensively addresses Iran’s security concerns and will remain valid as long as no hostile actions are taken against the nation’s legitimate interests, including any illegitimate attempt to trigger the snapback mechanism. He further reaffirmed that the Cairo Agreement is unambiguous in its language and leaves no space for misinterpretation or political manipulation.
The foreign minister also announced that talks with the E3 (France, Germany, and the UK) are still underway, but emphasized that these discussions are entirely separate from the constructive and independent negotiations Iran continues to hold with the International Atomic Energy Agency (IAEA).
Araghchi highlighted that Iran, joined by Russia and China, unanimously rejects the European Troika’s attempt to invoke the so-called snapback mechanism, stressing that the E3 lacks both the legitimacy and the authority to do so. He characterized the conditions set by the Europeans as “unacceptable” and “irrational,” underscoring their failure to respect international law and fair diplomacy.
